Is France really ready to launch any Quantum initiative?

Paul Forteza, a LREM national MP (French President Macron political party) today presented the conclusions of its Quantum Report: The technological shift that France will not miss

The report includes six ambitious strategic recommendations and 37 proposals. Main ideas are:

  • France should become the european leader in NISQ quantum computers
  • France should become one of the worldwide leader in post-NISQ quantum computers
  • France should become one of the worldwide leader in quantum vertical software industry
  • France should achieve cryptography (QKD and post-quantum cryptography) independance.

No actual public investment has been announced but the report has proposed, as a wish, a 1.4 Md€ plan over 5 years, which would include current 300M€, future public 600M€ and 500M€ from private sector and EC funding.

As a matter of comparative facts, Israel and Russia have just announced plans of $350M over 6 years and $790M over 5 years, respectively, without claiming such ambitious future leaderships. United Kingdom launched its quantum plan in 2013 with 1Md€ (public and private funding) spread from 2014 to 2024.

New public-private workgroups are scheduled in the next months.
